You can flirt with watcher 2, but she is not a romanceable companion. The only other crew option is ensign Temple. You can romance Watcher 2 actually, just not as much as a normal companion. Pretty sure that was where it cut off, completely. Keep in mind too that you can only do it if you are playing a human or cyborg Agent.

She's a typical Imperial xenophobe, and she'll tell you off pretty harshly if you try to flirt with her as any other race possibly a Pureblood could as well, since Imperials are coded to treat them as humans, but not sure since that's not a "normal" race for Agents.
